South Fork Water Board (Board or Owner) is requesting Bids for the construction of the following Project:
WATER QUALITY SYSTEMS BUILDING
Sealed Bids for the construction of the Project will be received electronically via a link at sfwbor.gov/bids-and-rfps, until Friday, August 28, 2026 at 2:00 PM local time. At that time the Bids received will be opened publicly and read aloud. No bids will be accepted after this time. The bid opening will be in person at the following address unless circumstances prevent that from happening. In that case, the Owner will arrange for a virtual bid opening.

The Bidder is required to submit a First Tier Subcontractor Disclosure Form, as described by ORS 279C.370, within two (2) hours of bid closing time on the bid date. The Owner must reject a bid if the bidder fails to submit the disclosure form by the deadline.
A contract will be awarded within sixty (60) days after the selection of the lowest responsible responsive bidder. No bidder may withdraw or modify the bidder’s bid after the hour set for the closing thereof, until after the lapse of this time period.
The Project includes the following Work as described in the Contract Documents:
Construction of a 6,826 SF building that will house meeting space, restrooms, a staff kitchen, and chemical storage and distribution equipment providing water treatment chemicals for the existing treatment plant; on-site sodium hypochlorite generators, relocation of an existing 24” water distribution pipe; associated electrical improvement; site/civil improvements; public street frontage improvements; and storm water facilities. The work generally consists of, but is not limited to, furnishing required labor, equipment, and materials for construction of the Water Quality Systems Building as described in the Contract Documents.
This Project is anticipated to be partially funded by the United States Environmental Protection Agency (EPA)’s Water Infrastructure Finance and Innovation Act (WIFIA). As such, all work on this Project is subject to the Federal American Iron and Steel (AIS) requirements, as well as all other WIFIA requirements. Materials specified to be incorporated into this Project shall meet the AIS requirement of P.L. 113-76, Consolidated Appropriations Act, 2014. The Contractor awarded the Project shall adhere to all requirements stated within the Specifications and other WIFIA requirements. Each bid form shall include specific acknowledgment, in the space provided, of bidder’s understanding of the WIFIA funding requirements. Failure to acknowledge may result in the bid being rejected as not responsive.
The Contract is for a Public Work subject to ORS 279C.800 to 279C.870 and the Davis-Bacon Act (40 U.S.C. 3141 to 3148)

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Conference
A voluntary pre-bid conference for the Project will be held on August 14, 2026 at 9:00 AM at South Fork Water Board, 15962 Hunter Ave, Oregon City, OR 97045. Statements made by the Owner’s representatives at the conference will not be binding on the Board unless confirmed by written addendum.
